Roofing is one of the most common targets for home improvement complaints in Pennsylvania, and it gets worse after big storms. When hail or high winds move through, out-of-area crews often show up within days, knock on doors, and push homeowners to sign on the spot. Some do fine work. Others are gone before the first leak shows up.

Pennsylvania homeowners do have real protections. The state's Home Improvement Consumer Protection Act (HICPA) requires most home improvement contractors to register with the Attorney General, put larger jobs in a written contract, and give you three business days to cancel after signing. In May 2026, the Pennsylvania Supreme Court confirmed that you can cancel within that window by phone, in person, or in writing, as long as the contractor actually gets the notice. Knowing these rules makes it much easier to spot a contractor who isn't following them.

The 4 Questions Every Homeowner Should Ask a Roofing Contractor

1. Are You Registered, Licensed, and Insured?

The only acceptable answer is yes, with proof. In Pennsylvania, a contractor's HICPA registration number should appear on the estimate, the contract, and their advertising. You can verify it through the Pennsylvania Attorney General's contractor lookup or by calling the Attorney General's office. If you live in New Jersey, the contractor should hold a New Jersey Home Improvement Contractor registration.

Insurance matters just as much. Ask for a certificate of insurance sent directly from the insurance company, showing general liability and workers' compensation. If a worker gets hurt on your roof and the contractor isn't covered, you don't want that claim landing on your homeowner's policy.

Keep in mind that registration is a legal minimum, not a stamp of quality. It tells you the contractor is accountable. It doesn't tell you whether they do good work, which is why the next three questions matter.

2. Will You Tear Off the Old Roof, and What Exactly Is Included?

For a true roof replacement, the answer should almost always be a full tear-off. Laying new shingles over old ones hides whatever is going on underneath, adds weight, and can create problems with the manufacturer's warranty. Tearing down to the deck lets the crew find and replace soft or rotted plywood before it becomes a hidden failure point.

Then ask what the written estimate actually covers. A thorough estimate should spell out:

• The shingle brand and product line, not just "architectural shingles"
• Underlayment, plus ice and water barrier along the eaves and in valleys
• New drip edge and flashing at chimneys, walls, vents, and skylights
• How rotted decking is handled and priced if the crew finds it
• Ridge and roof vents, so the attic can breathe properly
• Cleanup, magnetic nail sweeps, and debris removal
• The total price, deposit amount, and approximate start and finish dates

HICPA also limits how much a contractor can collect up front on larger jobs, generally no more than one-third of the contract price. A roofer who wants most or all of the money before work starts is a roofer to walk away from.

3. Who Will Be on My Property, and Who Do I Call With Questions?

You want to hear that an owner, supervisor, or project manager will be responsible for your job from start to finish, not just stopping by at the end. Someone experienced should be checking the tear-off, the deck, the flashing details, and the final cleanup.

Ask who your point of contact is and how quickly they respond. A roof replacement is usually a short project, but questions come up fast when the old roof is off, and you shouldn't have to chase anyone for answers.

4. Will You Inspect the Attic, and Will You Tell Me If a Repair Is Enough?

A roofer who quotes you from the driveway is guessing. A proper evaluation includes the roof surface and the attic, where you can see things you'll never spot from outside: water stains on the decking, daylight around penetrations, frost or moisture from poor airflow, and signs of long-term leaks.

The second half of this question is just as important. Not every roof problem needs a new roof. A worn pipe boot, a few missing shingles, or failed flashing at a chimney can often be fixed with a targeted roof repair. How many roofing estimates should I get?

Two or three is usually enough. Compare what each estimate includes, not just the bottom line. A low price that leaves out underlayment, flashing, or decking repairs often ends up costing more.
